Kerala State Biodiversity Board to host the Indian Biodiversity Congress 2012

As per the new article here, Kerala State Biodiversity Board (KSBB) is doing all sorts of preparations to host the Indian Biodiversity Congress (IBC) -2012, which will be organized by the State Biodiversity Board under the auspices of the National Biodiversity Authority (NBA). The state government has constituted a committee led by chief minister Oommen Chandy to take stock of the preparations.
The three-day event will begin from 27th December, 2012 at Kanakakunnu Palace in Thiruvananthapuram city. Participation of leading scientists from across the globe is expected . This will be the first of its kind event to be hosted in the city by the government under NBA. Earlier, a biodiversity congress was organized in the city by the KSBB with the support of an NGO, he said.
Organized with the support of the NBA, state biodiversity boards, various government departments, educational institutions, research establishments and social organizations, the focus of the congress will be on the theme of 'Biodiversity and Food Security'. A biodiversity seminar and expo will also be held along with the congress to popularize the concept and to protect biodiversity. All environmental issues will be discussed at the seminar with focus on six areas which include forest diversity, agricultural diversity, and knowledge of traditional heritage, city biodiversity, wetland biodiversity and marine bio-diversity.
As part of popularizing of biodiversity, road shows will also be conducted with the participation of students and farmers. It will be a unique event of its kind that would stress on the dire need to protect biodiversity and environment.

A Brief Introduction of CPVO

The Community Plant Variety Office (CPVO) has been operating since 27 April 1995 . On 6 December 1996, the Intergovernmental Conference of representatives of the Member States (IGC) decided that the seat of the CPVO would be in Angers (France). Compulsory License in Indian Plant Variety Protection Legislation

A compulsory license (CL) is an involuntary contract between a willing buyer and an unwilling seller imposed and enforced by the state. It is usually practiced in patent, copyright and other exclusive rights. In India compulsory license provision is enshrined in Plant Variety Protection & Farmer Right Act, 2001. The provision iterates that the Authority may give order after providing opportunity of hearing to the both parties (holder of Plant Variety Right & Licensee) to use the right’s of owner. Usually, the holder does receive some royalties, either set by law or determined through some form of arbitration.
